Most subdivsions are contolled or discretionary activities. 

Types of Subdivision Consents

Type

Description

Controlled Activity 
A resource consent is required, the activity complies with the District Plan (or Proposed Plan) Rules and the Council can only impose conditions in respect of those Rules, and must be consented to by the Council.
 Discretionary Activity
A resource consent is required, the activity complies with District Plan Rules but the Council may impose conditions covering matters not specified in the District Plan Rules, and may be consented to by the Council.
 Restricted Discretionary Activity
 
 Non-complying Activity
A resource consent is required, the activity does not comply with the District Plan Rules, the Council may grant the consent with or without conditions, or Council may decline the consent
 Prohibited Activity
If an activity is described in the RMA, regulations, or a District Plan as a prohibited activity, no application may be made for that activity and a resource consent must not be granted for it.
